British Broadcasting Corporation Gaza Documentary Considered a 'Significant' Breach of Media Rules, Says Ofcom

The BBC was found to have committed a "serious breach" of industry standards by failing to disclose that the voice of a documentary about the Gaza conflict was the child of a Hamas official, as determined by regulatory body Ofcom.

An investigation by the broadcasting watchdog into the programme Gaza: How to Survive a Warzone has determined that the film was "significantly deceptive".

The chief executive of the broadcaster had previously apologised, noting there had been "a significant failing in relation to truthfulness".

The authority has instructed the broadcaster to broadcast a evening declaration about its conclusions.

"Since this amounts to a serious breach of our rules, we are directing the BBC to air a message of our conclusions against it on the BBC's second channel at 9pm, with a timing to be finalised," the statement read.

'Potential to Damage Credibility'

The authority's statement stated: "Our investigation found that the documentary's omission to reveal that the narrator's male guardian occupied a role in the Hamas-run authority was materially misleading.

"This implied that the public did not have critical information which may have been very significant to their evaluation of the voice and the information he shared.

"Credibility is at the heart of the connection between a media organization and its viewers, especially for a state-funded media outlet such as the British Broadcasting Corporation.

"This error had the potential to damage the exceptionally strong amounts of confidence that the public would have placed in a BBC factual programme about the Gaza conflict."

The programme was pulled from the online platform in last February after the narrator's familial connections emerged, and in July an corporation's own inquiry concluded it breached the broadcaster's journalistic standards on truthfulness.

A BBC spokesperson stated: "The authority's determination is in line with the results of the corporation's inquiry, that there was a significant failing in the documentary in relation to the BBC's Editorial Guidelines on truthfulness, which reflects clause 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we comply with the regulator's ruling in its entirety. We will comply with the penalty as soon as the timing and language are confirmed."
